While this a well thought out plan, there are a few additional components necessary for achieving permanent gains.

First, new energy and water infrastructure will require expanded security from hackers and cyberwarfare (and our legacy systems are far from secure). Additional IT jobs will be created, but they should be budgeted for from the start and should be incorporated into the initial design of the various Green New Deal infrastructures.

Second, jobs that build on training from WIOA, vocational schools, and community colleges will not trickle down to our neediest young people until systemic discrimination based on race and economic status are eliminated from the pre K-12 system. Most victims of educational discrimination are underprepared for college and vocational training. And adults who never finished high school are poorly served by slapdash adult literacy and ESL programs. If you wait until after high school to begin Green Job training, you’re too late. Preparation for Green Careers should begin in kindergarten and should be an integral part of adult education. This additional training will add little to the overall budget but will reap substantial gains in eliminating income inequality and in increasing the pool of qualified Green workers.
