Univers Zero isn't a typical progressive group, but there's no question they're dark.
As for 80's vs. 90's, I think the pendulum of popularity tends to swing between dark and light, but there's dark music in practically every period and genre.
Scott Walker went dark in 1995 with Tilt and stayed there.
