Most professors consider "mandatory courses" to be drudgery, so while U Penn seems to be protecting students from being forced into her classes, it is actually rewarding her by assigning her to more desirable classes and by ensuring that the students who do sign up for her coursework will be unlikely to challenge her. I'm surprised they didn't raise her salary as well. It would be interesting to see if she uses her television screeds to pad her CV (and possibly increase her income).
