It's a (post)modern film by Julien Temple (who filmed a number of the Kinks videos) that (in postmodern fashion) alludes to the Welles unfinished film, and stars Ray Davies. Swirlingly deals with the illusion that popular media create. I was fortunate to be able to see it at a screening at the BFI in the 80's. Absolutely fascinating and devilishly hard to find now, at least in the states.
