We Georgians have a third race in this runoff--for Public Service Commissioner (the folks who pretend to regulate the utilities), and for the first time in my 52-year voting career, a candidate for the PSC is actually qualified for the post and is running on a progressive platform: pro-consumer, pro-environment, pro-economically disadvantaged citizens.
