If every department were led by the right Black woman, it might become more humane or racially just. But the system has no interest in selecting the right Black woman. It's just looking for a sacrificial figurehead.

Black women (in my experience) are chosen because they make the best scapegoats. It's going to take a groundswell from the bottom upwards (from citizens of all color / ethnicity) to change the systemic problems.
