I like Seu Jorge and will listen to this anon.
But the best cover of an entire album? I would argue (even though both the cover artists and the original work are fairly obscure) is "Foley Baloley," the North Sea Orchestra's rendition of Robert Wyatt's "Rock Bottom," which you can piece together from YouTube's North Sea Orchestra's Topic collection. The original album, "Rock Bottom," is one of the most amazing works of all time. To produce an entire cover is both humble and arrogant. And it succeeds. Here's a live version of the first track: https://youtu.be/gPGUXX9UHME
The musicianship in this performance speaks for itself.
For reference, here's Wyatt's original: https://youtu.be/KgE8qoH_x7s
And here's a version of the above track, which I consider even better, but the Unthanks didn't cover the entire album: https://youtu.be/tYDKCZol0eA
If you want to look at an album of covers of two artists, I'd recommend the above--Diversions Vol 1 by the Unthanks, which includes Robert Wyatt and Antony and the Johnsons ("one of the more riveting and idiosyncratic tribute albums of the past ten years"--AllMusic).
