If you want to see another higher ed inequity, compare the endowments of private PWI's vs. private HBCU's (e.g. Harvard, vs. Spelman or Morehouse). The gap is staggering. Endowment relies on private donations rather than federal / state funding and is more important for ensuring the stability of a private college than is whatever government funding the private school receives. It's the strategy for wealthy whites to maintain the prestige of the colleges where they send their children (legacy admission in many cases).
