"Clueless" is in the job description for Georgia boards of education. Members typically have no experience as educators--it's an elected position, and candidates simply put up yard signs and depend on their crony network for votes. Mark Twain once observed "God made idiots first for practice. Then he made boards of education."
I know of a retired (and excellent) teacher who ran for the BOE and lost to a socialite (not "socialist"--we don't have none of them here).
As far as Nazi imagery goes, I expect that for many here it's embedded in the subconscious, much like Confederate and KKK graphics.
