Both assertions are viable, at least in my neck of the woods. Maybe your state is more enlightened.
At the 2018 midterm elections in Georgia, there were long lines at Black polls because local sites had been shut down. Many minority voters stood in the rain to cast their ballot. There were no lines (and many open stations) at polls in White neighborhoods.
The lockdown easing in GA applies mainly to service industry jobs whose employees are largely minority. If the restaurant you work at opens up, you have to show up there or lose your unemployment benefits.
