All of the “free tuition” plans are regressive in this sense:

Free tuition (whether it’s to a public university, a community college, or a vocational school) favors middle and upper class white students who have been given a pat on the back from a public school system that discriminates against minorities and the lower / working class.

Until discriminatory policies have been eliminated from K-12, tuition should not be subsidized. When black, brown, and economically disadvantaged students have been provided with a level playing field, then go for it. Until then, free college / vocational school tuition is a charade that benefits the beneficiaries of racism and class-ism. (Data on systemic racial and economic discrimination in K-12 here).
